Gender Inequality in Grobogan Regency: A Longitudinal Study of the GDI and GDI Indexes from a Sustainable Development Perspective

Abstract

Gender inequality remains a persistent barrier to inclusive development, particularly at the sub-national level where policy translation often lags behind national goals. This study examines the longitudinal trends of gender disparities in Grobogan Regency, Indonesia, through an analysis of three key indices: the Gender Development Index (GDI/IPG), the Gender Empowerment Index (GEI/IDG), and the Gender Inequality Index (GII/IKG). Using secondary data published by Badan Pusat Statistik (BPS) from 2019 to 2024, the study applies descriptive analysis to assess progress in health, education, income, labor participation, and political representation. Findings show that while Grobogan’s IPG improved slightly from 85.98 (2019) to 86.45 (2024), women continue to lag in income and schooling years. The IDG increased primarily due to women’s rising presence in professional jobs, yet income contribution and political representation remain stagnant. Notably, IKG declined from 42.39% to 34.80%, driven by improved labor force participation, though political inequality persisted. These findings reveal uneven progress across gender indicators and confirm that numeric gains do not guarantee structural empowerment. This study highlights the need for gender-sensitive local governance aligned with Sustainable Development Goal 5. It provides novel insights by contextualizing national gender development targets within a regional setting, underscoring the importance of localized policy interventions. Without targeted reforms in education, income equity, and political inclusion, gender inequality in Grobogan may persist despite statistical gains.
